THAT:The recommendations contained in Report Nos. IS-17-2014, IS-18-2014, IS-19-2014, IS-20-2014, IS-23-2014, CDS-66-2014, CDS-67-2014, CDS-68- 2014, CDS-69-2014, CDS-70-2014, CAO-10-2014 and CAO-11-2014 be and they are hereby approved. (

THAT:Council hereby approves the May 26, 2014 Land Committee Meeting Minutes attached as Appendix "1" to Report No. CAO-09/LC-13-2014. (

THAT:Council hereby accepts the low tender for Road Resurfacing - Hot Mix Asphalt - 2014 - Contract No. ISE-14T-RSRF(H)14 in the amount of $212,699.90 (including hst) from Rankin Construction Inc. (

THAT:Council hereby accepts the low tender for Road Resurfacing - Surface Treatment 2014 - Contract No. ISE-14T-RSRF(ST) 14 in the amount of $782,920.50 (including hst) from Circle P. Paving Inc. (

THAT:Council hereby receives Report No. IS-24-2014 regarding the Cemeteries Master Plan 2014 for information purposes, and further THAT:A by-law be submitted to Council to adopt the Cemeteries Master Plan 2014, prepared by Hilton Landmarks Inc., in principle. (

THAT:Council hereby receives this report for information purposes regarding the recent Public Information Centre held regarding the closure of the travelled section of Sherkston Road between Point Abino Road and Michener Road, and further THAT:Council hereby authorizes, approves and directs that part of the travelled forced road known as Sherkston Road between Point Abino Road and Michener Road be stopped up and closed, and further THAT:Traffic By-law No. 2000-89, as amended, be further amended accordingly. (

THAT:Council hereby accepts the low tender for the Lewis Street Sanitary Sewer Replacement - Contract No. ISE-14T-LEWI13 in the amount of $1,479,735.34 (including hst) from V. Gibbons Contracting, and further THAT:Council hereby authorizes an amendment to the 2014 Capital Budget for the Lewis Street Sanitary Sewer Replacement project to reduce the Sanitary Sewer Reserve funding by $390,000 and substitute with $190,000 from the Watermain Reserve and $195,000 from the Storm Sewer Reserve funding. (

THAT:This report be received for information purposes and a report on the Zoning By-law Amendment and Draft Plan of Subdivision be presented to a future Council-in-Committee Meeting with the recommendations subsequent to the Public Meeting. (

THAT:The appraised value of the lands is received by staff and the deposit for Parkland Dedication be revised in Schedule "F" to represent the appropriate amount, and further THAT:The Town enter into a Subdivision Agreement with 2298423 Ontario Inc. for Willow Trail Subdivision, and further COUNCIL-IN-COMMITTEE MINUTES – MONDAY, JULY 14, 2014 PAGE FIFTEEN THAT:The Developer be allowed to pre-service the subdivision prior to the registration of the Subdivision Agreement subject to receipt of the final drawings, security deposit, cash payment, approvals, insurance certificate and letter of indemnification to the satisfaction of the Town, and further THAT:A by-law be submitted to Council hereby authorizing the Mayor and Clerk to execute the Subdivision Agreement and associated documents, and further THAT:A by-law be submitted to Council to accept and dedicate Blocks 5 and 6 on the Registered Plan as a Public Highway, and further THAT:A by-law be submitted to Council to amend Zoning By-law No. 129-90 removing the Holding Provision after the Developer has entered into the Subdivision Agreement with the Town. (

THAT:Council hereby authorizes and approves the stopping up, closing and conveyance of part of the Rosehill Road road allowance, lying between Garrison Road and Pound Avenue, being Rosehill Road, PL 487, Bertie, lying south of Pound Avenue, PIN 64237-0176 (LT) to the abutting property owner, Rosehill Auction House Ltd., for the sum of $19,700.99 plus hst, subject to: a) The lands merging in title with the purchaser's abutting properties, and b) The granting of easements as may be required, and further THAT:The Town Solicitor, or in his absence the Interim Chief Administrative Officer, be authorized to execute on behalf of the Town of Fort Erie all necessary documents to complete this transaction. (

THAT:The final recommendation report not be received by Council until a traffic study is completed and attached to the report, and further THAT:The traffic study take into consideration school bus routes in the area and heavy truck traffic counts on Pettit Road. (

THAT:Council hereby receives Report No. CS-14-2014 as background information for 2015 budget deliberations. (

THAT:Council-in-Committee does now hereby adjourn at 7:48 p.m. (
