That: Council approves the amendment to the Town’s Zoning By-law 129-90 as detailed in Report PDS-12-2024 for the lands known as 146 and 0-19200 Haun Road, and further That: Council directs staff to submit the necessary by-laws .

That: Council receives for information purposes Report PDS-13-2024 regarding a proposed Zoning By-law Amendment for 1127 Garrison Road.

That: Council approves the Consent Agenda as recommended.

That: The delegation's time be extended by three minutes.

That: Council extends draft plan approval for the Nigh Road draft plan of subdivision until April 12, 2025, and the Owner and Regional Municipality of Niagara Planning and Development Services be advised, and further That : Council directs that the conditions of approval for the Nigh Road draft plan of subdivision be amended as detailed in Appendix 5 to Report PDS-15-2024, and further That: Council directs that written notification of the amended conditions is not required due to the minor nature of the changes in accordance with Section 51(47) of the Planning Act , and further That: Council authorizes entry into a Subdivision Agreement with 2538070 Ontario Limited for the Draft Plan of Subdivision at 1589 Nigh Road, and further That: Council authorizes staff to prepare a by-law to execute the Subdivision Agreement and associated documents.

That: Council receives for information purposes Report PDS-16-2024 regarding a request for Minister’s Zoning Order for 1589 Nigh Road.

That: Council extend the hour of adjournment to 10:30 p.m.

That: Council does now go into Closed Session at 10:18 p.m. to consider the following: 12.1 Closed Meeting Minutes - March 18, 2024 12.2 PDS-11-01-2024 - Official Plan Review - Community Focus Group Selection Pursuant to Section 239 (2) (b) of the Municipal Act, 2001 , personal matters about an identifiable individual, including municipal or local board employees. 12.3 Enquiry by Councillor Noyes at the December 18, 2024 Regular Council Meeting regarding the AMPS Tickets for Multiple Property Owners Pursuant to Section 239 (2) (f) of the Municipal Act, 2001, advise that is subject to solicitor-client privilege, including communications necessary for that purpose.

That: Council does now rise and reconvene from closed session at 10:53 p.m. with report: That: Council receives Report PDS-11-01-2024; and further That: Council directs that the community focus group be substituted for stakeholder engagement sessions to be organized by staff and include all applicants in order to facilitate a broader engagement process; and further That: Council receives the Response to Enquiry regarding AMP's Tickets for Multiple Property Owners.

That: Council adjourns Council-in-Committee at 10:55 p.m.
