Regular Council in Committee

THAT:Council hereby extends Draft Plan Approval for the River Trail Estates 2 - Phase 2 Draft Plan of Subdivision located on the east side of Black Creek Road, south of River Trail until November 6, 2011, and further THAT:The Owner and Regional Public Works Development Services Division be so advised. (

THAT:Council hereby supports the extension of Draft Plan Approval for the Spears Garden Draft Plan of Subdivision to December 8, 2011, and further THAT:The Owner and Regional Public Works Development Services Division be so advised. (

THAT:The application by 1729654 Ontario Limited to amend the Zoning By-law No. 129-90 from a "Neighbourhood Development ND Zone", "Residential 2 R2 Zone", and "Residential Multiple RM1- 362 Zone" to a "Residential 2 R2 Zone", a "Site Specific Residential R2 Zone" and a "Residential Multiple 2 RM2-362 Zone" be approved, and further THAT:A zoning by-law amendment for the lands locate south of Elizabeth Road, East of Schooley Road and west of Elmwood Avenue be submitted to Council for approval. (

THAT: The request by Fort Erie Developments Inc. to include their property in the urban boundary be denied as indicated in Report No. CDS-06-10, and further COUNCIL-IN-COMMITTEE MINUTES – MONDAY, FEBRUARY 1, 2010 PAGE FOUR THAT: A copy of this report be forwarded to the Regional Municipality of Niagara Planning and Development Department for information purposes. (

THAT:Council hereby endorses the Brownfields Community Improvement Plan, and further THAT:Council hereby endorses the Community Improvement Plan policies for the Official Plan and directs staff to prepare the implementing by-law and Official Plan Amendment package for adoption, and further THAT:Council hereby directs staff to prepare the implementing by-laws to adopt the Brownfields Community Improvement Plan and identify the associated Community Improvement Project Area upon the Region approving the Official Plan Amendment. (

THAT:The second paragraph of the recommendation be amended by deleting the words “to make best efforts.” (

THAT:The Clerk be directed to schedule a Special meeting of Council for March 1, 2010 to consider any by-laws arising from the Council-in-Committee meeting on March 1, 2010, and THAT:The Director of Community and Development Services be directed to make best efforts to have the reports related to the Crystal Beach Gateway Project available to Council on February 19, 2010 and publicly available on February 22, 2010. (

THAT:Council-in-Committee does now hereby adjourn at 7:31 p.m. (
