That: Council deals with each recommendation contained in Report No. CBC-07-2016 separately. (

PART 1.1 THAT: The 2016 supplementary base budget funding for Capital Reserves Strategic Investment increase in the amount of $600,000 be approved. (

THAT: Recommendation No. 3 be amended so that the funding for Road Refurbishing Reserves Strategic Investment increase in the amount of $200,000 be approved and taken from the 2015 surplus as supplementary one-time funding. (

That: The 2016 supplementary base budget funding for Downtown Core Area Community Improvement Plan (CIP) grant program in the amount of $30,000 be removed. (

That: Recommendation No. 5 be amended so that the 2016 supplementary base budget funding for Downtown Core Area Community Improvement Plan (CIP) grant program in the amount of $60,000 be approved. (

That: Recommendation No. 8 be amended so that the funding for Emerald Ash Borer Tree Removal increase in the amount of $200,000 be approved and taken from the General Levy Rate Stabilization Reserve Fund as supplementary one-time funding. (

That: Recommendation No. 10 be amended so that the funding for Tree Planting increase in the amount of $40,000 be approved and taken from the General Levy Rate Stabilization Reserve Fund as supplementary one-time funding. (

That: Recommendation No. 10 be amended so that the funding for Tree Planting increase in the amount of $40,000 be approved with $20,000 from the 2016 supplementary base budget funding and $20,000 taken from the General Levy Rate Stabilization Reserve Fund as supplementary one-time funding. (

PART 1.6 That: The 2016 supplementary base budget funding for Volunteer Firefighter Training Rate increase in the amount of $50,000 be approved. (

That: Recommendation No. 14 be amended so that the funding for Canada Day Fireworks contribution in the amount of $10,000 be approved and taken from the General Levy Rate Stabilization Reserve Fund as supplementary one-time funding. (

PART 2.1 That: Recommendation No. 16 be amended so that the 2016 supplementary one-time funding for Habitat for Humanity grant in the amount of $19,962 be approved. (

PART 2.2 That: The 2016 supplementary one-time funding for the Roads Refurbishing Reserves Allocation of OMPF funding in the amount of $403,100 be approved, and further Page 5 of 11 Council-in-Budget Committee #5 - 03 Feb 2016 Meeting Minutes That: Project RSRF16 be increased accordingly in the 2016 General Capital Budget. (

PART 3.1 That: The 2016 supplementary base budget new funding for the Roads Crews Wages and Benefits in the amount of $62,000 be approved. (

PART 3.2 That: The 2016 supplementary base budget new funding for the Parks Winter Casual Wages and Benefits in the amount of $25,698 be approved. (

PART 4.1 That: The 2016 supplementary one-time new funding for the Physician Recruitment Operating Reserve in the amount of $35,000 be approved. (

That: Recommendation No. 22 be amended so that the 2016 supplementary one-time new funding for the Fire Department Operational Review in the amount of $15,000 be approved and taken from the General Levy Rate Stabilization Reserve Fund. (

That: Recommendation No. 24 be amended so that the 2016 supplementary one-time new funding for the Niagara Blvd - Cycle Route Expansion contribution in the amount of $100,000 be approved and taken from the General Levy Rate Stabilization Reserve Fund. (

That: Recommendation No. 26 be amended so that the 2016 supplementary one-time new funding for the Battle of Ridgeway 150th Anniversary Event in the amount of $55,958 be approved and taken from the General Levy Rate Stabilization Reserve Fund. (

PART 4.5 That: The 2016 supplementary one-time new funding for the Women’s Place of South Niagara Inc. grant in the amount of $5,000 be approved. (

PART 4.6 That: The 2016 supplementary one-time new funding for the Ridgeway BIA Tree Pit Irrigation in the amount of $1,557 be approved.(

PART 5.1 That: The 2016 Fort Erie Lions Senior Citizens Complex grant in the amount of $22,750 be approved. (

PART 5.2 That: The 2016 BIA Watering grant in the amount of $28,000 be approved. (

PART 5.3 That: The 2016 Beachcombers Senior’s Complex grant in the amount of $10,500 be approved. (

PART 5.4 That: The 2016 Fort Erie Horticultural Society grant in the amount of $1,000 be approved. (

PART 5.5 That: The 2016 Community Events grants in the amount of $24,350 be approved. (

That: Recommendation No. 35 be amended to reduce the 2016 EDTC grant by $70,000. (

That: Recommendation No. 35 be amended to reduce the 2016 EDTC grant by $9,700. (

That: Recommendation No. 38 be amended to reduce the 2016 Fort Erie Public Library grant by $27,000. (

PART 6.1 That: The 2016 Bridgeburg Station BIA levy in the amount of $41,000 be approved. (

PART 6.2 That: The 2016 Ridgeway BIA levy in the amount of $35,000 be approved. (

PART 6.3 That: The 2016 Crystal Beach BIA levy of $9,931 be approved. (

PART 7 That: Council approves the Town’s General Levy of $24,660,851 comprised of base budget of $23,083,534 and supplementary budget of $1,577,317 and directs staff to submit the related by-law for approval on February 22, 2016. (

PART 8 That: Council excludes capital asset amortization of $5,922,200 from the 2016 General Levy Operating Budget. (
