Regular Council in Committee

THAT:Pursuant to Section 16.10 of Council Rules of Procedure By-law No. 145-06, as amended, consent is hereby granted to consider Community and Development Services matters due to urgent circumstances. (

THAT:Report No. CDS-102-2013 regarding 211 under Consent Agenda item 8.3(b) be removed from the Consent Agenda and included under the regular part of the Agenda under Community and Development Services following the delegation. (

THAT: The recommendations contained in Report Nos. CDS-101-2013, IS-38- 2013, CAO-15-2013, CS-29/LC-19-2013, CS-27-2013 and CS-28-2013 be and they are hereby approved. (

THAT:Council hereby approves the November 7, 2013 Land Committee Meeting minutes attached as Appendix "1" to Report No,. CAO-14/LC-20-2-13, save and except Items 3.2, 3.8 and 3.12, and further THAT:Council hereby approves the recommended tasks as outlined in Appendix "2" to Report No. CAO-14/LC-20-2013. (

THAT:Council hereby approves Item 3.8 of the November 7, 2013 Land Committee Meeting Minutes attached as Appendix “1” to Report No. CAO-14/LC- 20-2013. (

THAT:Council hereby approves Items 3.2 and 3.12 of the November 7, 2013 Land Committee Meeting Minutes attached as Appendix “1” to Report No. CAO- 14/LC-20-2013. (

THAT:Council hereby accepts this report for information purposes, and further THAT:Staff be directed to continue working with Information Niagara (211) to provide emergency information services. (

THAT: This report be received for information purposes and a report on the Official Plan and Zoning By-law Amendment be presented to a future Council-in- Committee Meeting with the recommendations subsequent to the Public Meeting. (

THAT: The Interim Chief Administrative Officer is hereby directed to recruit and hire a part-time in-house solicitor (3 days per week) on a three year, pilot basis. (

THAT:The Municipal Council of the Town of Fort Erie hereby expresses interest in a shared services arrangement with the Region of Niagara for the Appointment of a Shared Integrity Commissioner and directs the Clerk to engage with the Region and area municipalities to develop terms of reference for moving forward including the process of recruiting and appointing an Integrity Commissioner, and the terms and conditions of the shared arrangement. (

THAT:Council-in-Committee does now go into closed session at 8:05 p.m. to discuss the following: (a) Property Matter (Pursuant to Section 239(2)(c) of Municipal Act, 2001 - A proposed or pending acquisition or disposition of land by the municipality) Re: Fort Erie Live Racing Consortium Proposal (

THAT:Council-in-Committee does now rise and reconvene into open session at 10:13 p.m. with the following report: THAT:Staff be directed to prepare a report to be submitted to Council to address the matters expressed by Council in the closed meeting regarding the Fort Erie Live Racing Consortium potential property proposal. (

THAT:Council-in-Committee does now hereby adjourn at 10:14 p.m. (
