THAT:The recommendations contained in Report Nos. IS-28-2013, IS-29-2013, IS-31-2013 and IS-32-2013 be and they are hereby approved. (

THAT:Council receive this report for information purposes only. (

THAT:The entry into a Lease and Capital Facility Agreement with the Kinsmen Club of Ridgeway-Crystal Beach for only the clubhouse land and premises situated on the "Bill Connolly Field" public park lands located at 2973 Hyman Avenue, in a form satisfactory to the Town's legal counsel, is hereby authorized and approved, and further THAT:The clubhouse building, located at 2973 Hyman Avenue and dedicated as a public park known as "Bill Connolly Field" is hereby declared as a Municipal Capital Facility for the purposes of the municipality and public use, and further THAT:The clubhouse land and premises be exempted from municipal and school taxes. (

THAT:Staff be directed to investigate other lighthouse tours and the insurance companies used for underwriting for the purpose of allowing the public to climb the stairs at the Point Abino Lighthouse, and further THAT:Staff engage Parks Canada in a discussion to further explore the matter. (

THAT:The legal expense budget be increased by $130,515 with funding reallocated from the 2013 Legal & Legislative Services wages and benefits. (

THAT:Council hereby receives Report No. CAO-10-2013 for information purpose, and further THAT:Council hereby consider the alternatives and financial implications during 2014 Budget deliberations. (

THAT:Council hereby approves the September 5, 2013 Land Committee meeting minutes attached as Appendix "1" to Administrative Report No. CAO-11/LC-15- 2013 save and except Items 3(3), 3(9) and 3(14) to Appendix “1”, and further THAT:Council hereby approves the recommended tasks as outlined in Appendix "2" to Administrative Report No. CAO-11/LC-15-2013 save and except Recommendation No. 4 to Appendix “2”. (

THAT:Council hereby approves Item 3(9) under Appendix “1” and Recommendation No. 4 under Appendix “2” of the Land Committee Minutes of September 5, 2013 to Report No. CAO-11/LC-15-2013. (

THAT:Council hereby approves Items 3(3) and 3(14) under Appendix “1” of the Land Committee Minutes of September 5, 2013 to Report No. CAO-11/LC-15- 2013. (

THAT:Council hereby approves the award of the Asset Management Plan contract to Associated Engineering Ltd. for a total cost of $101,511 inclusive of HST, and further THAT:Council will consider the on-going license cost of $2,250 as part of the 2014 Operating Budget. (

THAT:Council hereby receives for information the 2014 Budget Forecast as explained in Report No. CS-21-2013 and quantified in Appendices "1" and "2", and further THAT:Council hereby approves the proposed 2014 Budget Timetable as per Appendix "3". (

THAT:The CAO and Clerk submit a report to Council detailing a cost-benefit analysis of in-house legal counsel, or external legal service provider(s), and further THAT:The report sets out recommendations to move forward with the provision of legal services and associated Legal and Legislative Services Department matters. (

THAT:Council-in-Committee does now go into closed session at 7:47 p.m. to discuss the following: (a) Human Resource Matter (Pursuant to Section 239(2)(b) of Municipal Act, 2001, as amended - Personal matters about an identifiable individual, including municipal or local board employees) Re: Review of Chief Administrative Officer Performance Evaluation (
