That: Council approves the Consent Agenda Items as amended. (

That: Council defers CDS-87-2015 to the January 11, 2016 Council-in- Committee meeting to give staff an opportunity to have further discussion with the developer and provide more information to Council. (

That: Council amends the motion approving the exchange of land as outlined in Report No. CDS-94-2015, to insert after INI Corporation, “in principle, subject to further negotiations between staff and the Beatties regarding the exchange and that staff report back to Council no later than March 7, 2016 regarding the exchange” and delete the balance of the motion. (

That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "1" and Appendix "2" of Report No. CDS-95-2015 regarding various housekeeping amendments, and further That: Council authorizes staff to prepare the necessary by-laws, and further Page 14 of 19 Council-in-Committee - 07 Dec 2015 Meeting Minutes That: Council hereby determines that in accordance with Section 34(17) of the Planning Act, further notice is not required with respect to the changes to regulations for maximum building height and side yard setbacks relating to increased height, the inclusion of a new definition for "infill lot", the inclusion of the two properties adjacent to 46 Queen Street and minor corrections made since the holding of the Public Meeting on November 2, 2015. (

That: Council supports the designation of the proposed Stevensville Core Area Community Improvement Project Area and adopts the Downtown Stevensville Core Area CIP, and further That: Council directs planning staff to submit the necessary by- laws to Council to designate the Project Area and adopt the CIP, and further That: Council directs staff to forward a copy of Report No. CDS- 96-2015 to Fort Erie's EDTC, Regional Planning and Development Services Department and the Ministry of Municipal Affairs and Housing, for their information, and further That: Council directs staff to notify Regional Development Charges Policy Task Force that Schedule "D" to Regional By- law No. 62-2012 will require modification on the passing of a Town by-law to enact the Downtown Stevensville Core Area CIP. (

That: Council approves the amendments to the Town's Official Page 15 of 19 Council-in-Committee - 07 Dec 2015 Meeting Minutes Plan as detailed in Appendix "4" of Report No. CDS-97-2015 regarding the South Coast Village Subdivision, and further That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "5" of Report No. CDS-97-2015 regarding the South Coast Village Subdivision, and further That: Council authorizes staff to prepare the necessary by-laws, and further That: Council approves the South Coast Village at Crystal Beach Draft Plan of Subdivision dated September 1, 2015 showing 40 lots for single detached dwellings, 6 lots for townhouse dwellings, 1 block for future residential, 1 block for a park, 1 block for commercial and 1 block for a stormwater management facility as shown on Appendix "3" , in accordance with the provisions of the Planning Act, R.S.O. 1990 c.P. 13 and the regulations thereunder, subject to the conditions contained in Appendix "8" of this report, and further That: Council directs staff to circulate The Conditions of Draft Plan Approval in Report No. CDS-97-2015 to the applicable agencies in accordance with the requirements of the Planning Act. (

That: Council authorizes and approves the entry into a Fire Dispatch Services Agreement with the City of St. Catharines for the provision of fire dispatch services in the amount of $87,856.00 for 2016, and $90,561.00 for 2017 (no HST), and further That: Council authorizes staff to prepare the necessary by-law authorizing the Mayor and Town Clerk to execute the Fire Dispatch Services Agreement on behalf of the Town of Fort Erie Fire Department. (

That: Council approves the November 19, 2015 Land Page 17 of 19 Council-in-Committee - 07 Dec 2015 Meeting Minutes Committee Meeting Minutes attached as Appendix "1", save and except item 3.11, request to purchase part of Princeton Avenue, and further That: Council approves the recommended tasks as outlined in Appendix "2". (

That: Council approves item 3.11 of the November 19, 2015 Land Committee Meeting Minutes attached as Appendix “1”, request to purchase part of Princeton Avenue. (

That: Council maintains its current policy regarding proclamations being granted for charitable and non-profit organizations, and further That: Council, upon request, supports announcements at Council meetings to recognize events that are deemed good for the community. (

That: Council receives Report No. CS-26-2015 for information purposes, and further That: Council directs staff to proceed with holding a public meeting to obtain feedback from the community and stakeholders to assist in the review of the licensing of refreshment vehicles, and further That: Council directs staff to provide a further report following the public meeting. (
