That: Council approves the Consent Agenda Items as recommended. (

That: A further recommendation be added as follows: “Council directs staff to require that a Shadow Study be undertaken as part of the review of this development”. (

That: A further recommendation be added as follows: “Council directs staff to require that a Turning Movement Study for access on to Floyd Place be undertaken as part of the review of this development”. (

That: Council authorizes staff to initiate the Secondary Plan process for the Crystal Beach Neighbourhood, and further That: Council authorizes staff to advertise an Expression of Interest to seek out interested persons to form a “Community Focus Group” to participate and provide regular input over the course of the Plan’s development, and further That: Council directs staff to prepare a recommendation report for Council’s approval of the Community Focus Group at a future meeting. (

That: Council approves The Hershey Estates Draft Plan of Subdivision dated September 1, 2017, showing 16 lots for single detached dwellings, 1 block for emergency access, 1 block for drainage, 1 block for a Provincially Significant Wetland and an internal roadway, as redlined by Planning and Development Services Staff and shown on Appendix “4” of Report No. PDS- 15-2018, in accordance with the provisions of the Planning Act R.S.O. 1990 c.P. 13 and the Regulations thereunder, subject to the conditions contained in Appendix “6” of Report No. PDS-15- 2018, and further That: Council directs staff to circulate the Conditions of Draft Plan Approval in Appendix “6” of Report No. PDS-15-2018 to the applicable agencies in accordance with the requirements of the Planning Act. (

That: Council approves The Spears Garden Phase 2 draft Plan of Subdivision dated July 11, 2017, showing 7 lots for single detached dwellings and a block containing an existing single detached dwelling which will be divided into two lots for single detached dwellings in the future as shown on Appendix “2” of Report No. PDS-16-2018, in accordance with the provisions of the Planning Act R.S.O. 1990 c.P. 13 and the Regulations thereunder, subject to the conditions contained in Appendix “6” of Report No. PDS-16-2018, and further That: Council directs staff to circulate the Conditions of Draft Plan Approval in Appendix “6” of Report No. PDS-16-2018 to the applicable agencies in accordance with the requirements of the Planning Act, and further That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "7" of Report No. PDS-16-2018 for 1230 Pettit Road (Spears Garden Phase 2), and further That: Council authorizes staff to prepare the necessary by-law. (

That: Council accepts the Annual Water Quality Report for the period of January – December 2017, on Fort Erie’s Water Distribution System, attached as Appendix “1”, prepared as required by O. Reg. 170/03 Section 11; and further That: Council receives and accepts Report No. IS-08-2018 as the Annual Water Utility Summary Report to Council as required by O. Reg. 170/03 Schedule 22 under the Safe Drinking Water Act, 2002. (

That: Council authorizes an amendment to the 2018 Capital Budget to supplement the Catherine Street Reconstruction Project – Contract No. ISE-16T-CATH06R by $1,480,000 as identified in Appendix “1” of Report No. IS-10-2018. (
