THAT:Council consider Parts 1, 2, 3 and 4 on the Compendium of Recommendations and then Part 2A followed by consideration of Parts 5, 6, 7 and 8. (

THAT: $150,000 of the 2011 one-time surpluses attributed to the commodity tax review and employee benefits refundable account be directed to the 2012 budget for funding of one-time General Levy budget items, and further THAT: The balance of the annual forecast surplus attributed to 2011 General Levy operating activities be transferred to the Rate Stabilization Reserve in accordance with the Town's Budget Policy. (

THAT:The recommendations set out below be considered separately and as

PART 1(b) THAT:The 2012 Lion’s Senior’s Complex Grant in the amount of $21,000 be approved. (

PART 1(c) THAT:The 2012 Beachcombers Senior’s Complex Grant in the amount of $10,500 be approved. (

PART 1(d) THAT:The 2012 Fort Erie Horticultural Society Grant in the amount of $1,000 be approved. (

PART 1(e) THAT:The 2012 Community Events Grants in the amount of $24,250 be approved. (

PART 1(f) THAT:The 2012 EDTC Grant of $613,427 be approved. (

PART 1(g) THAT:The 2012 Library Grant of $1,286,250 be approved. (

PART 2(a) THAT:A one-time 2012 budget allocation of $100,000 be approved for legal fees. (

PART 2(b) THAT:A one-time 2012 budget allocation of $25,000 be approved for Today in America, Discovery Canada Production. (

PART 3(a) THAT:The base budget be increased for 2012 by $25,000 for allocation to the Bridge Infrastructure Reserve. (

PART 3(b) THAT:The base budget be increased for 2012 by $23,758 for allocation to the Conventional Transit. (

PART 4(a) THAT:2012 base services be maintained by including the Literacy Program in the amount of $1,000 in the 2012 budget. (

PART 4(b) THAT:Service levels be reduced by excluding the Kinsmen Pool transfer to reserve from the 2012 budget in the amount of $40,000. (

PART 4(c) THAT:2012 base services be maintained by including the Waverly Beach Algae Clean-up in the amount of $10,000 in the 2012 budget. (

PART 4(d) THAT:The 2012 base services be maintained by including the Adventure Camp in the amount of $12,500 in the 2012 budget. (

PART 4(e) THAT:2012 base services be maintained by including the 2012/2013 Inter- Municipal Transit in the amount of $45,120 in the 2012 budget. (

PART 4(f) THAT:2012 base services be maintained by including the Partial Reduction in transfer to Community Health & Wellness Reserve for Physician in the amount of $10,000 in the 2012 budget. (

PART 4(g) THAT:Service levels be reduced by excluding the Partial Reduction in Bay Beach Security and Parking Enforcement from the 2012 budget in the amount of $10,000. (

PART 2A(c) THAT:A one-time 2012 budget allocation of $200,000 be approved for the War of 1812 Bicentennial Planning Committee, and further THAT:$150,000 be funded through the one-time 2011 surplus funds. (

PART 2A(e) THAT:The one-time 2012 budget allocation request in the amount of $137,543 for the Library Additions to base budget in excess of 2.9% guideline be denied. (

PART 2A(e) THAT:A one-time 2012 budget allocation of $40,000 be approved for the Library Additions. (

PART 2A(f) THAT:The one-time 2012 budget allocation in the amount of $250,000 for the Waterfront Strategy Grant be denied. (

PART 2A(g) THAT:The one-time 2012 budget allocation request in the amount of $20,000 for the EDTC GTA Campaign Grant be denied. (

PART 2A(h) THAT:The one-time 2012 budget allocation request in the amount of $48,361 for the EDTC Reserve Replenishment be denied. (

PART 2A(i) THAT:The 2012 budget allocation in the amount of $25,000 be approved for the Family and Children Services Facility Grant. (

PART 2A(j) THAT:A one-time 2012 budget allocation of $25,000 be approved for the web marketing video. (

PART 2A(k) THAT:A 2013 budget commitment of $325,000 be approved, in principle, for the Kinsmen Pool. (

PART 2A(l) THAT:A 2013 budget allocation request in the amount of $67,000 for the Expanded Specialized Transit Services be denied. (

PART 2A(m) THAT:The one-time 2012 budget allocation request in the amount of $50,000 for Roadside Tree Planting be denied. (

PART 2A(m) THAT:A one-time 2012 budget allocation of $25,000 be approved for Roadside Tree Planting. (

THAT:Expanded service hours be added to Conventional Transit with a 2012 budget increase in the amount of $4,600 and a 2013 budget allocation in the amount of $15,000 be approved. (

THAT:A one-time 2012 Grant in the amount of $7,500 be approved for Fort Erie th Fire Department Station No. 1 150 Anniversary Celebration. (

PART 5 THAT:The 2012 Gaming Revenue Budget shall be $1,788,000 allocated as per Appendix "C". (

PART 6 THAT:The 2012 Operating Budget and general levy of $19,850,591 be approved as per Appendix "D", and forwarded for adoption by By-law on February 13, 2012, and THAT:The 2012 General Levy Budget exclude capital asset amortization of $5,936,130. (

PART 7 THAT:The balance of the 2012 Capital Budget of $7,908,250 as per Report No. CBC-01-12 be approved and forwarded for adoption by by-law on February 13, 2012. (

PART 8 THAT:A by-law be submitted to Council to increase the Ridgeway BIA levy from $20,000 to $35,000. (

THAT:Council approves the use of funds previously allocated to the EDTC for the specific use of the GTA Campaign in the approximate amount of $35,000 to be now utilized for the development of a 5-year Business Plan for the Fort Erie Race Track. (

THAT:The Council-in-Budget Committee Meeting does now hereby adjourn at 8:53 p.m. (
