THAT: The conditions of Draft Plan Approval in Report No. CDS-23-2014 be circulated to the applicable agencies in accordance with the requirements of the Planning Act, and further THAT: The application by Quartek Group to amend the Official Plan from Commercial to Rural Residential be approved and an Official Plan Amendment by-law be submitted to Council for approval, and further THAT: The application to amend the zoning by-law from the existing Commercial Uses ECU-25 Zone to a Site Specific Waterfront Rural Residential WRR-Zone be approved and a by-law be submitted to Council, and further THAT: The River Lea Estates Vacant Land Condominium (Part of Lot 11 at the southwest angle, Township of Willoughby, Town of Fort Erie, Regional Municipality of Niagara) dated February 20, 2014, showing 3 blocks for single detached dwellings and 1 block for a private roadway as shown on Appendix "2" be approved in accordance with the provisions of the Planning Act, R.S.O. 1990 c.P. 13 and the regulations there under, subject to the conditions contained in Appendix "5" of this report, and the parties be advised of Council's decision on the application in accordance with the Planning Act. (
