That: Council approves the Consent Agenda Items as recommended. (

That: Council approve this report as comments to the Ministry of Municipal Affairs and Housing and Region of Niagara on the Review of the Growth Plan, and further That: A copy of Report No. CDS-36-2015 be sent to the Ministry of Municipal Affairs and Housing and the Region of Niagara. (

That: The “one-on-one stakeholder interviews and meetings” step of the public consultation process identified in Report No. CDS-37-2015 be removed. (

That: section 10.6 d) of the Council Rules of Procedure be waived to permit Councillor Lubberts to continue speaking beyond 5 minutes. (

That: Council initiate a Notice of Intent to designate the Ironwood Tree at Ridgeway Battlefield Park for the reasons noted in Report No. CDS-38-2015. (

That: The application from Filip Szabluk to amend the Zoning By-law for the property located on the north side of Young Avenue, east of Nicolas Road with the municipal address 3009 Evadere Avenue from the Residential 1 R1 Zone to a Site Specific Residential 2A R2A Zone be approved and a Zoning By-law Amendment be submitted to Council, and further That: Council close the Public Meeting. (

That: The application to amend the Zoning By-law from the Neighbourhood Development ND Zone to a Site Specific Residential 2 R2 Zone and Residential Multiple 1 RM1 Zone be approved and a by-law be submitted to Council, and further That: The Spears Garden Subdivision (Part of Lots 1 & 2, Concession 4, Niagara River, Town of Fort Erie, Regional Municipality of Niagara) dated March 19, 2014, showing 76 blocks from single detached dwellings, 6 blocks for street townhouse dwellings and 1 block for stormwater management as shown on Appendix "3" be approved in accordance with the provisions of the Planning Act, R.S.O. 1990 c.P 13 and the regulations thereunder, subject to the conditions contained in Appendix "5" of this report, and the parties be advised of Council's decision on the application in accordance with the Planning Act, and further That: The Conditions of Draft Plan Approval in Report No. CDS- 40-2015 be circulated to the applicable agencies in accordance with the requirements of the Planning Act. (

That: Council-in-Committee does now go into closed session at 7:43 p.m. to discuss the following: (a) Human Resource Matter (Pursuant to Section 239(2)(b) of the Municipal Act, 2001 – Personal matters about an identifiable individual, including municipal or local board employees) Re: Chief Administrative Officer Vacancy (

That: Council-in-Committee does now rise and reconvene from closed session at 8:47 p.m. with the following report; That: Staff proceed as directed. (
