That: Council extends draft plan approval for the Hershey Estates draft plan of subdivision until February 21, 2022, and the Owner and Regional Municipality of Niagara Planning and Development Services Department be so advised, and further That: Council directs that the conditions of approval for the Hershey Estates draft plan of subdivision be amended as detailed in Appendix “6” to Report No. PDS-11-2021, and further That: Council directs that written notification of the amended conditions is not required due to the minor nature of the changes in accordance with Section 51(47) of the Planning Act. (

That: Council approves the recommendations contained in Report No. IS-04-2021, and further That: Council directs that Report No. IS-04-2021 be forwarded to the Regional Clerk as feedback to Regional Report No. LNTC-C 4-2020, as requested prior to February 28, 2021, and further That: Council requests that the Niagara Region consider this feedback and further refine the governance and financial models, in advance of the initiation of the triple-majority process in Q2 2021, and further That: Council supports, in principle, the Full Commission as the recommended governance model for the consolidation of Niagara’s public transit system subject to further review of the recommendations from this Council. (
