That: Council receives for information purposes Report No. PDS-91-2017 regarding a proposed amendment to the Hershey Estates Draft Plan of Subdivision. (

That: Council approves the Southend Secondary Plan (OPA 37) as appended hereto and authorizes staff to prepare the necessary by-law, to be forwarded to Niagara Region for approval, and further That: Council approves the required zoning changes to implement the Southend Secondary Plan and authorizes staff to prepare the necessary by-law which will come into force and effect following final approval of OPA 37, and further That: Council directs staff to notify all relevant partner agencies, stakeholders, property owners with changes proposed to their holdings, and any other person or party having expressed interest or requested notification of the Town’s intention to pass the by-laws described herein, and further That: Council approves the removal of reference to, and identification of, Special Policy Area 8 from its Official Plan documents, and further That: Council authorizes staff to initiate the planning and public process to create a Downtown Core Area Community Improvement Plan and Project Area for the Riverwalk mixed-use commercial district. (

That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "4" of Report No. PDS-96-2017 for 327 Windmill Point Road North and 0 Dominion Road, and further That: Council authorizes staff to prepare the necessary by-law. (
