That: Council receives Report No. PDS-10-2018 regarding the proposed Draft Plan of Subdivision, combined Official Plan and Zoning By-law Amendment for the Harbourtown Village Draft Plan of Subdivision for information purposes only, and further Council-in-Committee - 12 Feb 2018 Meeting Minutes That: Council directs staff to present a report on the proposed Combined Official Plan and Zoning By-law Amendment and Draft Plan of Subdivision for the Harbourtown Village Subdivision at a future Council-in-Committee meeting with the recommendations following the Public Meeting. Mayor Redekop raised point of order as Councillor Passero’s response to a question was not accurate. That: Council receives Report No. PDS-10-2018 regarding the proposed Draft Plan of Subdivision, combined Official Plan and Zoning By-law Amendment for the Harbourtown Village Draft Plan of Subdivision for information purposes only, and further That: Council directs staff to present a report on the proposed Combined Official Plan and Zoning By-law Amendment and Draft Plan of Subdivision for the Harbourtown Village Subdivision at a future Council-in-Committee meeting with the recommendations following the Public Meeting. (

That: Council approves the amendments to the Town’s Official Plan and Zoning Bylaw No. 129-90 for the lands owned by the District School Board of Niagara located at 3770 Hazel Street (former Bertie Public School) and 145 Derby Road (former Crystal Beach Public School), and further That: Council authorizes staff to prepare the necessary by-laws, and further That: Council hereby determines that in accordance with Section 34(17) of the Planning Act, further notice is not required as a result of the proposed change to add public park as a permitted use at 3770 Hazel Street (former Bertie Public School), permit stormwater management facilities, the addition of increased density by increasing the maximum height to 4 stories, requiring an apartment block on the site, requiring a minimum number of units for the apartment/condominium block, Page 2 of 8 Council-in-Committee - 12 Feb 2018 Meeting Minutes and reducing the minimum lot area per unit for the apartment/condominium. (

That: Council accepts and approves the proposal from Kramer Design Associates Limited for consulting services for the Fort Erie Wayfinding Study – Contract No. ISE-17P-WAYF17 to the upset limit of $87,575.00 (including 13% HST) though a negotiated purchase, and further That: Council appoints one Councillor as a representative on the Wayfinding Study working group, being Councillor McDermott. (

That: Council receives Administrative Report No. CAO-03-2018 for information purposes. (

That: The first recommendation be amended by adding at the end: “subject to the eighth bullet in Subsection 1.4 of the Terms of Reference being amended by adding the words “recruitment and” after “and developing a””. (

That: The first recommendation be further amended by adding at the end: “and Subsection 2.7 of the Terms of Reference being amended by adding at the end of the sentence: “or by a call of a 2/3 majority of the Committee”. (

That: Council receives the January 18, 2018 Land Committee meeting minutes attached as Appendix “1” to Report No. CAO- 05/LC-01-2018, and further That: Council approves the recommended task as outlined in Appendix “2”. (

That: the recommendations be dealt with separately. (

That: The first recommendation be amended by inserting after “supports” “in principle”. (

That: The second recommendation be amended by inserting after “supports” “in principle”. (
