That: Council permits the urgent delegation of Ann- Marie Noyes, 2505 Ott Road, Stevensville regarding Comments About Changes to Bay Beach Site Improvements. (

That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "4" of Report No. PDS-40-2017 for the lands known as 3823 Terrace Lane, and further Page 3 of 8 Council-in-Committee - 12 Jun 2017 Meeting Minutes That: Council authorizes staff to prepare the necessary by-law, and further That: Council hereby determines that in accordance with Section 34(17) of the Planning Act, further notice is not required with respect to the inclusion of a site specific regulation to permit parking spaces within 0 m of the front lot line since the holding of the Public Meeting on May 1, 2017. (

That: The second recommendation “That: Council amends the 2017 Capital Budget to allocate $75,000 to capital project BAYB16 Bay Beach Site Improvements, to be funded from the Parkland Reserve” be removed. (

That: Council endorses that an “Area-Wide” Environmental Impact Study be undertaken by an environmental consultant for the Town of the privately held industrial properties that have an Page 4 of 8 Council-in-Committee - 12 Jun 2017 Meeting Minutes Environmental Conservation Overlay, and further That: Council directs staff to bring forward a supplemental budget item of $200,000 for the Environmental Impact Study to be considered as part of the 2018 budget, and further That: Council requests the Region of Niagara to consider, as part of the ongoing Municipal Comprehensive Review, the inclusion of approximately 159 ha in north-east Stevensville, adjacent to the existing industrial development, for inclusion in the urban area boundaries, and further That: Council requests the Region of Niagara to consider inclusion of the Canadian Motor Speedway lands east of Laur Road inside the urban area boundaries as a part of a future Municipal Comprehensive Review, and further That: Council requests the Region of Niagara to consider modifying the anticipated growth rate of industrial development in Fort Erie from 7.5% of the Regional total to 13.9% of the Regional total to be consistent with RCI Consulting projections in the EDTC-ILDS, and further That: Council directs staff to review the properties identified in the EDTC-ILDS for re-designation from industrial and bring a further report with a work plan. (

That: Council endorses the 2016 Water Distribution System Master Plan with a water reserve funding strategy based on maintaining the current level of service for state of good repair, and further That: Council directs staff to utilize the Consultant’s recommendations regarding funding levels required to meet a sustainable water distribution system when preparing future capital and operating budgets. (

That: Council directs staff to continue efforts to improve worker health and safety, reduce incidents and associated costs and limit Workplace Safety and Insurance Board (WSIB) expenses. (

That: Council amends the 2017 Capital Budget to include project PPEQ17 Bunker Gear and Particulate Protective Flash Hoods at a cost of $55,000 to be funded from the Fire Equipment Replacement Reserve, and further That: Council closes and allocates to the Fire Equipment Replacement Reserve unspent capital projects FITN17 “Station Fitness Equipment” for $25,000, MDTT17 “Mobile Data Terminals — Car One and Two” for $20,000, and TABL17 “Replace Tables and Chairs — Station 5” for $10,000, for a total transfer of $55,000. (
