That: Council approves the Consent Agenda Items as recommended. (

That: Council receives for information purposes Report No. PDS-61-2018 regarding proposed housekeeping amendments to the Town's Comprehensive Zoning By-law No. 129-90. (

That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "3" of Report No. PDS-65-2018 for 2631 Windmill Point West Lane, and further That: Council authorizes staff to prepare the necessary by-law. (

That: The recommendations be dealt with separately as follows, and further, That: The first recommendation be approved without amendment, and further That: The second recommendation be amended to read: “That: Council defers the direction to staff to initiate the draft amendments to the Town's Official Plan, Zoning By-law, Business Licencing By-law and Administrative Monetary Penalty System (AMPS) By-law, in order to receive further information and alternatives from staff at the November 13, 2018 Council-in- Committee Meeting, and further”, and further That: The third recommendation be amended to read: “That: Council directs staff to consult with the public on the proposed draft amendments and report back to Council, pending receipt of the additional information and alternatives from staff, and further”, and further Page 8 of 12 Council-in-Committee - 17 Sep 2018 Meeting Minutes That: The following recommendation be added: “That: Staff is directed to address the need for by-law enforcement at variable hours.” (

That: Council receives Supplemental Report No. CAO-11-1- 2018, and further That: Council directs staff to prepare a by-law to approve the new lease agreement. (
