THAT:Consent is hereby granted to consider a Community and Development Services delegation due to extra-ordinary circumstances. (

THAT:Council hereby approves the operating agreement terms for food concession services at the Crystal Ridge Arena with Don Fulton o/a Don Fulton and Sons Special Sports Enterprises as set out in this report, and further THAT:Staff be directed to prepare the necessary by-law authorizing the Mayor and Clerk to execute the agreement on behalf of the Town of Fort Erie. (

THAT:Council hereby receives Report No. IS-43-09 regarding the progress of the implementation of a Global Positioning System (GPS) for fleet vehicles. (

THAT:Council hereby receives Report No. CS-32-09 for information purposes, the interim financial report for the six months ending June 30, 2009. (

THAT:The Rules of Procedure By-law be amended to establish review of internal and external audit functions as part of the Corporate Services Committee. (

THAT:Council hereby approves the Budget Policy attached as Appendix "A", and further THAT:Staff be directed to prepare the necessary by-law to adopt the policy attached as Appendix "A". (

THAT:A by-law be submitted to Council to delegate joint authority to the Town Solicitor and Director of Infrastructure Services or designates, to grant, accept and release easements with respect to Water, Sewer and Drainage Works, and to grant easements for hydro-electrical and natural gas works, including the execution of all documents related thereto. (

THAT:The recommendation be amended by inserting the following words in line 6 thereof after the words “By-law No. 90-04”: “save and except Sections 1(b), (d) and (e) which Sections shall be waived for this event only.” (

THAT:The recommendation be further amended by adding an additional paragraph thereto as follows: “THAT:The proponent demonstrate that he will provide adequate security for this event.” (

THAT:The Municipal Council of the Town of Fort has no objection to the issuance of a Temporary Liquor Licence Extension for Sneakers Beach Tavern, 4020 Erie Road for the Crystal Beach 5K Run After Race Party to be held on Saturday, October 10, 2009 from 12:00 p.m. to 10:00 p.m., in the Sneakers Beach Tavern Parking Lot, subject to compliance with Town of Fort Erie Restaurant/Tavern Outdoor Patio Regulations By-law No. 90-04 save and except Sections 1(b), (d) and (e) which Sections shall be waived for this event only and obtaining any other approvals deemed necessary by any relevant government body or agency, and further THAT:The proponent demonstrate that he will provide adequate security for this event. (

THAT:Council-in-Committee does now move from open session into closed session at 7:16 p.m. to discuss the following: (i) Property Matter (Section 239 (c) of Municipal Act, 2001 - Proposed or pending acquisition or disposition of land by the municipal) Re: Disposition of Land - Bridges Community Health Centre - Town Lease Proposal to provide permanent facility at Crystal Ridge Community Centre Site (Confidential Report No. CAO-13-09) (

THAT:Council-in-Committee does now hereby adjourn at 7:56 p.m. (
