THAT:Council Rules of Procedure be waived to permit Mr. Craitor, M.P.P. to address the Committee. (

THAT:The EDTC grant request be dealt with first under Report No. CBC-08-13. (

THAT:Council hereby receives Report No. CBC-07-13 regarding the Analysis of 2012 Assessment for 2013 Taxation Year for information purposes only. (

THAT:The 2013 EDTC grant in the amount of $622,027 be approved (PART 5.6 in Compendium). (

THAT:All of the recommendations contained under PARTS 1.1 to 1.6 of the Compendium of Recommendations be approved and that the Minutes reflect each individual recommendation. (

THAT:The recommendation for the 2013 Supplementary Base Budget increase for Allocation to Infrastructure Reserves be amended by reducing the amount to $300,000. (

THAT:The recommendation for the 2013 Supplementary Base Budget increase for Allocation to Infrastructure Reserves be amended by reducing the amount to $400,000 with $372,000 to Facilities Reserves and $28,000 to Roads Reserves. (

THAT:The recommendation for the 2013 Supplementary Base Budget increase for Wages and Benefits for Health & Safety staff person be amended to provide for a part-time person in the amount of $48,000 per year. (

THAT:The recommendation for the 2013 Supplementary Base Budget increase for Training Costs for Health & Safety be amended by reducing the amount to $6,000. (

THAT:The Supplementary One-time allocations under PARTS 2.1 to 2.3 inclusive be approved for 2013 and that the Minutes reflect each individual recommendation. (

PART 3.1 THAT:The 2013 Supplementary Base Budget increase of $5,000 for Communities in Bloom be denied. (

PART 3.2 THAT:The 2013 Supplementary Base Budget increase of $2,000 for the Fort Erie Leisure Guide be denied. (

PART 3.3 THAT:A 2013 Supplementary Base Budget increase of $30,000 be approved for Physician Recruitment and Retention. (

PART 3.4 THAT:The 2013 Supplementary Base Budget increase of $6,300 for the Abandoned Cemetery Clean-up be denied. (

PART 3.5 THAT:The 2013 Supplementary Base Budget increase of $20,000 for the Emerald Ash Borer Damage be denied. (

PART 3.6 THAT:The 2013 Supplementary Base Budget increase of $45,000 for the Net Taxation Write-off Increase be denied. (

PART 3.7 THAT:A 2013 Supplementary Base Budget increase of $500.00 be approved for the Lions Senior Citizens Complex. (

PART 3.8 THAT:The 2013 Supplementary Base Budget increase of $1,500 for the BIA Downtown Watering Grant for Crystal Beach be denied. (

THAT:The hour of adjournment be extended beyond 10:00 p.m. (

PART 4.1 THAT:A one-time 2013 Supplementary Base Budget increase of $35,000 be approved for Abandoned Cemetery Access. (

PART 4.1 THAT:The one-time 2013 Supplementary Base Budget increase of $45,000 for Abandoned Cemetery Access be denied. (

PART 4.2 THAT:A one-time 2013 Supplementary Base Budget grant allocation of $12,500 be approved for the Niagara Community Foundation. (

PART 4.2 THAT:The one-time 2013 Supplementary Base Budget grant allocation request of $12,500 for the Niagara Community Foundation be denied. (

THAT:The recommendation be amended to include the words at the end thereof “using the rollover of the 2012 surplus.” (

PART 4.3 THAT:A one-time 2013 Supplementary Base Budget increase of $30,750 be approved for the War of 1812 Bicentennial Planning Committee using the rollover of the 2012 surplus. (

PART 4.5 THAT:The one-time 2013 Supplementary Base Budget increase of $48,361 for the EDTC Reserve Replenishment be denied. (

PART 4.6 THAT:A one-time 2013 Supplementary Base Budget increase of $10,000 be approved for the Web Marketing Video. (

PART 5.1 THAT:The 2013 Lion’s Senior Citizens Complex Grant in the amount of $21,500 be approved. (

PART 5.2 THAT:The 2013 BIA Downtown Watering Grant in the amount of $26,000 be approved. (

PART 5.3 THAT:The 2013 Beachcombers Senior’s Complex Grant in the amount of $10,500 be approved. (

PART 5.4 THAT:The 2013 Fort Erie Horticultural Society Grant in the amount of $1,000 be approved. (

PART 5.5 THAT:The 2013 Community Events Grant in the amount of $24,350 be approved. (

PART 5.7 THAT:The 2013 Library Grant in the amount of $1,339,512 be approved. (

PART 6 THAT:The 2013 Slot Revenues of $346,500 be allocated to the Facilities Reserve Fund. (

PART 7.1 THAT:The 2013 Bridgeburg Station BIA Levy of $41,000 be approved. (

PART 7.2 THAT:The Ridgeway BIA Levy of $35,000 be approved. (

PART 7.3 THAT:The Crystal Beach BIA Levy of $15,000 be approved. (

PART 8 THAT:The Town’s General Levy of $20,737,598 as per the 2013 General Levy Operating Budget in Appendix “4”, as amended, be approved and adopted by by- law on February 25, 2013. (

PART 9 THAT:The 2013 General Levy Operating Budget shall exclude capital asset amortization of $6,040,230. (

THAT:The 2013 Capital Budget of $8,679,350 as per Appendix "A" to Report No. CBC-03-13 approved on December 5, 2012 be and it is hereby rescinded, and further THAT:The revised Capital Budget of $8,999,350 attached hereto as Appendix "1" be approved, and further THAT:The 2013 Capital Budget be directed to Council for by-law approval on February 25, 2013. (

THAT:The Council-in-Budget Committee Meeting does now hereby adjourn at 10:50 p.m. (
