That: Council amends Recommendation No. 1 regarding the agreement with the Fort Erie SPCA for animal control services to change from a period of five years to three years. (

That: Council receives Report No. PDS-37-2016 regarding proposed amendments to the Town's Comprehensive Zoning By-law No. 129-90 and Fence By-law No. 70-2013 for information purposes. (

That: Council authorizes the entry into a Subdivision Agreement with 800547 Ontario Limited for Parklane Place, and further That: Council permits the Developer to pre-service the subdivision prior to registration of the Subdivision Agreement subject to receipt of the final drawings, security deposit, cash payment, approvals, insurance certificate and letter of indemnification to the satisfaction of the Town, and further That: Council authorizes staff to prepare a by-law to execute the Subdivision Agreement and associated documents. (

That: Council maintains the current interpretive principles outlined in Report No. PDS-39-2016 relative to the implementation of the Town's Official Plan Policy on Heritage Impact Assessments. (

That: Council approves the amendments to the Town's Zoning By-law No. 129-90 as detailed in Appendix "6" of Report No. PDS-40-2016 regarding 416 Washington Road, and directs staff to submit the necessary By-laws to Council for approval, and further That: Council hereby determines that in accordance with Section 34(17) of the Planning Act, further notice is not required as a result of the change to a single detached dwelling on the most northerly lot since the holding of the Public Meeting on Page 5 of 9 Council-in-Committee - 02 May 2016 Meeting Minutes March 7, 2016. (

That: Council divides Recommendation No. 7 regarding the Bay Beach Site Improvements into two separate questions. (

That: Council supports the removal of the Lobster House due to its poor structural condition, subject to installing an ‘off-the-shelf’, pre-manufactured pavilion at a cost of approximately $85,000. (

That: Council endorses the list of persons identified in Report No. PDS-42-2016 as volunteer members of the Community Focus Group for participation in the Southend Secondary Planning process. (

That: Council directs staff to consult with the stakeholders in the various areas identified in Appendix "2" in the Town of Fort Erie (Crystal Beach, Ridgeway, Bridgeburg, Stevensville and Southend), which includes the BIA's in some areas, to discuss the proposed parking options, and That: Council directs staff to report back following discussions of the proposed parking alternatives with the downtown areas. (

That: The request to explore the purchase and development of vacant land located at 2567 Stevensville Road be denied. (

That: Council receives for information purposes Report No. CS- 07-2016 regarding water and wastewater rebates for vacant commercial property, and further That: Council directs staff to maintain the base rate component for all vacant property. (
