THAT:The recommendations contained in Report Nos. CDS-42-13, CDS-43-13 and CDS- 45-13 be and they are hereby approved. (

THAT:Council hereby extends Draft Plan Approval for the Willow Trail Draft Plan of Subdivision located at the north and south side of Hibbard Street, west of Prospect Point Road to April 7, 2014, and that the owner and Regional Public Works Department Services Division be so advised, and further THAT:Conditions of Draft Plan Approval for the Willow Trail Draft Plan of Subdivision be amended as detailed in Appendix “4” to Report No. CDS-44-13, and further THAT:The amended conditions of Draft Plan Approval be circulated to the applicable agencies in accordance with the requirements of the Planning Act. (

THAT:The fith paragraph of the recommendation be removed and dealt with separately. (

THAT:Report No. CDS-38-13 regarding Rosehill Auction House Limited Site Plan be received for information purposes, and further THAT:Council hereby supports the proposed Phasing of the Site Plan, and further COUNCIL-IN-COMMITTEE MINUTES – MONDAY, MAY 6, 2013 PAGE NINE THAT:The holding provision on the lands remain until such time as Phase 2 of the Site Plan is completed, and further THAT:Council hereby supports the proposed changes to the loading area and dedicated customer pick up parking spaces, and further THAT:Council hereby grants a two month extension to finalize the Site Plan and enter into a Site Plan Agreement with Rosehill Auction. (

THAT:The fifth paragraph of the recommendation be hereby deleted in its entirety and the following inserted thereto: ”THAT:A contribution of $30,000 from Rosehill Auction House Limited towards future road repairs for Pound Avenue and Barnhart Street be approved, and further THAT:Rosehill Auction House Limited be required to reconstruct Pound Avenue and Barnhart Street to rural standards if and when Phase 2 of the Site Plan is brought forward.” (

THAT:The public notification requirements related to Town-initiated Planning Application Amendments shall include Direct Notification for select property owners commencing in 2014, subject to budget approval. (

THAT:The public notification requirements related to Town-initiated Planning Application Amendments shall include: 1. Distribution to community organizations (BIA’s); 2. Notification on bills (water and tax); 3. Community postings; 4. Town electronic billboard sign; and 5. Enhanced use of social media. (

THAT:Council hereby receives this report for information purposes. (

THAT:Council hereby endorses the transition to the new E-Bingo Model and directs staff to inform the Ontario Lottery and Gaming Corporation (OLG), and further THAT:Council hereby directs the General Manager of Community Gaming to engage with the OLG in the preparation of the required contract for execution through by-law. (

THAT:Council hereby receives Report No. CDS-47-13 for information and discussion. (

THAT:The hour of adjournment be extended beyond 10:00 p.m. (

THAT:Council directs the CGDC to meet with the Fort Erie Figure Skating Club and the Crystal Ridge Skating Club, one more time, to develop a resolution based on the two Transition Strategies on Amalgamation and to report back to the Council-in-Committee Meeting of May 21, 2013. (

THAT:Council hereby directs Mayor Martin and the Director of Community and Development Services to correspond with the Ontario Municipal Board requesting the Board to expeditiously provide a decision with respect to the Canadian Motor Speedway Hearing. (

THAT:Pursuant to Section 16.9 of Procedural By-law No. 145-06, as amended, consent is hereby granted to consider a report under Infrastructure Services and Corporate Services at this meeting due to extra-ordinary circumstances. (

THAT:Council hereby awards the low tender for the Miller Avenue Watermain Replacement – Contract No. IS.09MILL in the amount of $234,299.57 (including h.s.t.) to Alfred Beam Excavating Limited of Fort Erie, Ontario. (

THAT:The contract for water meter reading services be awarded to Olameter Inc. for a three-year period effective June 1, 2013, and further THAT:Staff proceed with advertisements in the local papers to inform customers of the move to monthly meter reading. (

THAT:Council-in-Committee does now hereby adjourn at 10:44 p.m. (
