THAT: Council accepts the low tender submitted by Mobile Striping & Sweeping Ltd. for street sweeping services under Contract #ISO-01-2008, for 2008 to 2009, and further THAT: Staff be directed to prepare the necessary by-law authorizing the Mayor and Clerk to execute the contract with Mobile Striping & Sweeping Ltd. on behalf of the Town of Fort Erie. (

THAT: Council receive for information purposes the Annual Water Quality Report for the period January - December 2007, on Fort Erie's Water Supply, attached as Appendix "A", prepared as required under the Safe Drinking Water Act and associated regulations, and further THAT: Council receive and accept Report No. IS-11-08 as the Annual Water Utility Summary Report to Council as required by O.Reg. 170/03 Schedule 22, and further COUNCIL-IN-COMMITTEE MINUTES – MONDAY, MARCH 17, 2008 PAGE THREE THAT: Council receive Report No. IS-11-08 for the purpose of acknowledging the roles and responsibilities of owners (The Municipal Corporation and the governing body - the Council) and operators (Municipal staff) of municipal drinking water systems as prescribed by the Safe Drinking Water Act, 2002, Sections 11 and 19. (

THAT: Council receive Report No. IS-12-08, regarding Festivals and Community Events, for information purposes, and further THAT: A by-law be submitted to Council to establish a policy for approval and resource support for Festivals and Community Events pursuant to the provisions established in Report No. IS-12-08. (

THAT:Council go into Closed Session to consider a personal matter about an identifiable individual pursuant to Section 239(2)(b) regarding Report No. CAO- 06-08. (

THAT: Council receive this report for information purposes. (

THAT: The list of taxes and penalties totalling $77,885.95, attached as Appendix "A" to Report No. CS-14-08 be cancelled, reduced or refunded as applicable in accordance with Section 357 and 358 of the Municipal Act, 2001 and direct staff to prepare the appropriate by-law. (

THAT:Section 3.1 of Schedule 8 (Refreshment unit vendor) be amended by deleting “only three (3) licences” and inserting in lieu thereof “One (1) licence per ward.” (

THAT: The draft by-law "To establish a system of licences for various businesses in the Town of Fort Erie and to repeal By-law Nos. 217-95 and 31-07" be received for information, and further THAT: The draft by-law be circulated to current licence holders and that a public consultation meeting be advertised and held on Thursday, April 3, 2008 to receive public comment, and further THAT: Staff report back to Council regarding the public consultation and present the by-law for Council's consideration. (

THAT: Council receives Report No. CS-16-08 regarding the Development Charges Reserve Fund Status for information purposes only. (

THAT: Pursuant to Section 16.9 of Procedural By-law No. 145-06, as amended, consent is hereby granted to consider a Community and Development Services matter at this meeting due to extra-ordinary circumstances. (

THAT: Council agree in principle to enter into a lease for 20 Lewis Street (Mentholatum Building) from the PBA in order to provide space for community groups and to provide for Town-owned storage, and further THAT: Staff be authorized to negotiate and finalize the terms and conditions of the lease agreement and present same for consideration, pending budget approval. (

THAT: Council-in-Committee does now hereby adjourn at 8:10 p.m. (
