That: Council does now rise and reconvene from closed session at 6:39 p.m. with report that staff proceed as directed. (

That: Council approves the Consent Agenda Items as recommended. (

That: Council endorses the Urban Boundary Expansion Study – Addendum #1, for the purpose of the Region of Niagara’s Municipal Comprehensive Review process, attached as Appendix “1” to Report No. PDS-14-2021, and further That: Council directs Staff to forward a copy of the Study to the Region of Niagara to further inform the Region of Niagara’s Municipal Comprehensive Review and Official Plan Update. (

That: Report No. PDS-15-2021 be postponed to the March 8, 2021 Council-in-Committee meeting. (

That: Council approves the amendments to the Town's Official Plan and Zoning Bylaw No. 129-90 as detailed in Appendix "8" and Appendix “9” of Report No. PDS-16- 2021 for the lands known as 7 Central Avenue and a portion of 100-1 Queen Street, and further That: Council approves the entry into a Community Benefits Agreement pursuant to Section 37 of the Planning Act with Compass Heights Development Ltd., for the lands known as 7 Central Avenue and a portion Page 15 of 23 Regular Council - 22 Feb 2021 Meeting Minutes of 100-1 Queen Street, upon the terms and conditions outlined in Appendix “10” to Report No. PDS-16-2021, and in a form satisfactory to the Town Solicitor, and further That: Council directs staff to prepare the necessary by- laws. (

That: Report No. PDS-17-2021 be postponed to the March 22, 2021 Council Meeting. (

That: Council appoints Tyler B. Chevalier and John Arbour to the Ridgeway Business Improvement Area Board of Management for the period ending November 14, 2022. (

That: Council supports, in principle, the Full Commission as the recommended governance model for the consolidation of Niagara’s public transit system subject to further review of the recommendations from this Council. (

(

That: By-laws: 17-2021 18-2021 are given third and final reading to be signed by the Mayor and Clerk under the corporate seal. (

That: By-law No. 25-2021: To Confirm the Actions of Council its Council- in-Budget Committee Meeting No. 3 held February 3, 2021, Council-in- Committee Meeting held on February 8, 2021 and Council Meeting held on February 22, 2021 is given first and second reading. (
