That: Council amend the fourth operative clause in the recommendation to read as follows; That: A by-law be submitted to Council to amend Zoning By-law No. 129-90 removing the holding provision after the developer has entered into the Subdivision Agreement with the Town and it is registered on title. (

That: Council approves the Consent Agenda Items as amended. (

That: Council permit an additional delegation. (

That: the Council amend the recommendation to change the list of priorities as follows; 1. Douglastown/Black Creek (in progress) and Stevensville CIP 2. Fort Erie/Riverwalk with subsequent Downtown Core Area CIP 3. Bridgeburg Urban Expansion Area 4. Crystal Beach with subsequent Downtown Core Area CIP 5. Walden/Garrison/East Kraft, and further (

That: Council approve the amended Section 10.0 - Fascia Signs for Sign By-law No. 90-2014, as set out in Appendix "1" to Report No. CDS-27-2015, and further That: Council approve the amended Section 13.4 - Sign Encroachments for Sign By-law No. 90-2014, as set out in Appendix "2" to Report No. CDS-27-2015. (

That: Council amend the recommendation by adding the following; That: Parts 3, 4 and 5 of the recommendations of the Environmental Advisory Committee be incorporated into Site Plan approval. (

That: Council amend the Recommendation by deleting the third operative clause. (

That: Council hereby endorse the Stevensville Secondary Plan (OPA 24) as appended hereto and authorize staff to prepare the necessary by-law for adoption of OPA 24, to be forwarded to the Region for approval, and further That: Council hereby endorse required zoning changes to implement the Stevensville Secondary Plan and authorize staff to prepare a by-law for approval following Regional approval of OPA 24, and further That: Council authorize staff to commence CIP Planning for the Downtown Core Area of Stevensville. (

That: The amendments to the Town's Official Plan and Zoning By-law No. 129-90 for the 6 hectares of land owned by 1746849 Ontario Inc. located at 1640 Garrison Road be approved as detailed in Appendix "3", and the necessary by-laws be submitted to Council, and further Page 10 of 14 Council-in-Committee - 07 Apr 2015 Meeting Minutes That: Council authorize staff to forward the implementing Official Plan Amendment package to the Regional Municipality of Niagara for approval, and further That: In accordance with Section 34(17) of the Planning Act, a resolution be submitted to Council to provide that no further public notice be required as a result of the modification made to the maximum width of the ingress and egress of the site since holding of the Public Meeting on March 2, 2015. (

That: The amendment to the Town's Official Plan for the ground floor residential in downtown cores as detailed in Appendix "3" be approved and the necessary by-laws be submitted to Council for approval, and further That: The amendments to the Town's Zoning By-law No. 129-90 for the outdoor patio provisions, ground floor residential in downtown cores, parking adjacent to laneways in downtown cores and access drive widths in downtown cores as detailed in Appendix "4" be approved, and the necessary by-laws be submitted to Council for approval, and further That: In accordance with Section 34(17) of the Planning Act, a resolution be submitted to Council to provide that no further public notice be required as a result of the addition of a provision to the outdoor patio provisions as requested by the Town's Infrastructure Services Department and minor corrections since the holding of the Public Meeting on March 2, 2015, and further That: A copy of the amendments be forwarded to the Regional Municipality of Niagara for their records. (

That: Pursuant to Section 17.10 (c) of Council Rules of Procedure, consent is hereby granted to consider an urgent Corporate Services matter and urgent Infrastructure Services matters. (

That: Task 2 be removed and dealt with separately. (

(

That: Council approve the entry into a Lease and Operating Agreement with the Fort Erie Underwater Recovery Unit Inc. for the operation of the Kinsmen Pool. (

That: Council-in-Committee go into closed session at 8:28 p.m. to discuss the following: (a) Human Resource Matter (Pursuant to Section 239(2)(b) of the Municipal Act, 2001: Personal matters about an identifiable individual, including municipal or local board employees) Re: Chief Administrative Officer Vacancy (
